Stefan Pannen studierte in München, besuchte dort die Deutsche Journalistenschule und war Stipendiat des Cusanuswerkes. Nach dem Fall der Berliner Mauer arbeitete er mit am Aufbau des Ostdeutschen Rundfunks Brandenburg und machte als freier Journalist und Autor Filme für öffentlich-rechtliche und private Fernsehanstalten. 1995 gründete er sein erstes Produktionsunternehmen. Er ist Regisseur und Autor von über 100 Dokumentationen und Produzent von annähernd 1000 Fernsehfilmen.
Er entwickelte zahlreiche neue Formate in den Bereichen Wissenschaft, Entdeckung und Zeitgeschichte. Seit 2001 produziert er für arte die Serie „Zu Tisch“, die bis heute im Programm ist. Im Jahre 2009 realisierte er als Regisseur und Produzent den Film „Where ist the wall?“, der in über 20 Länder weltweit verkauft wurde. Er produzierte den Dokumentarfilm „Kinshasa Symphony“, der für den Grimme-Preis und den deutschen Filmpreis LOLA nominiert war und auf nationalen und internationalen Festivals zahlreiche Preise gewann. Der von ihm produzierte Film „#myescape“ gewann 2017 den „Prix Europa“ als bester europäischer Dokumentarfilm. „Propagandschlacht um die Ukraine“ wurde 2023 mit dem „Blauen Panther“ ausgezeichnet.
Stefan kümmert sich vor allem um Stoffentwicklung und Marketing. Er besucht regelmäßig die großen Märkte und Messen in Europa und Übersee.
Er ist Mitglied der Deutschen Filmakademie und der Europäischen Filmakademie sowie in der Allianz Deutscher Produzenten.
Als Gründungsmitglied des Vereins DocImpact, setzt Stefan sich dafür ein, Dokumentationen mit entwicklungspolitischen Inhalten in Schwellenländern zu verbreiten.
Er ist geschäftsführender Gesellschafter der Berlin Producers Media GmbH , die die Schwerpunkte Current affairs, Discovery und Lifestyle hat, sowie Geschäftsführer von deren Tochterunternehmen:
